Initial documentation, i.e.:
- Complete preliminary documentation complete enough to make tenders and selecting a contractor
- Manuals for assessing proposals
- Additional documentation for a selected contractor (not affecting the extent and price). These are usually detailed documents on project implementation, principally outlining the initial state of equipment, normally concerning reconstructed facilities
